Parsons Brinckerhoff is providing Program Management services for the California High-Speed Rail Project (CHSTP). This multi-billion dollar project will plan, design and construct an 800 mile high-speed rail passenger service. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph.

Parsons Brinckerhoff has an immediate opportunity for an Administration Manager to work on the CHSTP in Sacramento, reporting directly to the Chief of Staff for the Program Management Team (PMT). The Administration Manager is responsible for organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency. The incumbent is responsible for providing office management services including quality assurance for communications, maintaining office services and efficiency, supervising office staff and maintaining office records.


1. Maintain office services
Main Activities:
-Design and implement office policies
-Establish standards and procedures
-Organize office operations and procedures
-Supervise office staff
-Control correspondences
-Review and approve supply requisitions
-Liaise with other agencies, organizations and groups
-Update organizational memberships
-Coordinate office equipment needs
-Track and monitor audit activities
- Provide support to senior managers regarding expense reports, travel, personnel requests, timesheets, etc.

2. Supervise office staff
-Assign and monitor clerical and secretarial functions
-Recruit and select office staff
-Orient and train employees
-Provide on the job and other training opportunities
-Evaluate staff performance
-Coaching and disciplining staff

3. Maintain office records
-Design filing systems
-Ensure filing systems are maintained and up to date
-Support records management
-Ensure protection and security of files and records
-Ensure effective transfer of files and records
4. Maintain office efficiency
-Plan and implement office systems, layout and equipment procurement
-Maintain and replenish inventory
-Check stock to determine inventory levels
-Anticipate needed supplies
-Verify receipt of supply

5. Perform other related duties as required

Job Requirements

The incumbent must have proficient knowledge in the following areas:
-knowledge of office administration
-knowledge of human resource management and supervision
-ability to maintain a high level of accuracy and confidentiality in the day-to-day performance of their duties

The incumbent must demonstrate the following skills:
-excellent interpersonal skills
-analytical and problem solving skills
-decision making skills
-effective verbal, written and listening skills
-attention to detail with a high level of accuracy
- effective organizational skills
-computer skills including spreadsheet and word processing programs
-time management skills
The incumbent must maintain strict confidentiality in performing the duties of the Administration Manager.

Education and Experience:
The ideal candidate will have a bachelor’s degree in Business Administration, Human Resources or other related field, plus five years experience managing in an office environment, or an AA degree in a related field with 10 years applicable experience.
