Job Description

Tasks

SUMMARYOF DUTIES: This position is accountable for the safe and efficient movement of trains, support and deliver high quality customer service and for the oversight of first-line managers and train and engine crews in a designed area on the division. Primary responsibilities include providing leadership and management for division road foremen and trainmasters; managing and monitoring employee record keeping, efficiency testing and compliance with all Amtrak, Federal and state operating requirements; executing and managing the area’s safety plan; guiding and participating in employee safety programs to address concerns and to advise proper authorities that action is needed; managing the departmental budget and develop cost-effective operations; working with CMS to develop schedules to ensure all train and engine crews attend training; ensuring all bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations; enforcing and managing the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action; overseeing new-hire, on-the-job-training programs; monitoring OTP for the area of responsibility and recommend ways to improve performance in conjunction with freight carriers; overseeing conductor remittance audits; respond to service disruptions and act as senior incident commander when designated; and monitoring staffing requirements.
Tasks
EDUCATION:
Bachelor’s Degree Business Administration, Transportation, Operations or related fields OR the equivalent
combination of education, work experience and training.
PREFERRED EDUCATION:
Bachelor’s Degree Business Administration, Transportation, Operations.
WORK EXPERIENCE:
Engine qualified. Demonstrated experience leading and managing others with different levels of expertise.
Some knowledge and familiarity with freight operating agreements. Demonstrated ability to develop and
manage a departmental operating budget. Demonstrated ability to deliver a comprehensive operational and
occupation safety program with proven results. Must possess working knowledge of applicable CFR 49
requirements and applicable Amtrak labor agreements.
COMMUNICATION AND INTERPERSONAL SKILLS:
Demonstrated experience communicating orally and in writing within the corporation.
SUPERVISORY RESPONSIBILITIES:
Directly and indirectly approximately 130 train and engine crew members and 6 managers.
