Tasks

SUMMARY OF DUTIES: The Captain conducts criminal and administrative investigations relating to the conduct of Department personnel and provides assistance to outside criminal justice agencies in the investigation of civil actions filed against Department employees in the performance of their duties in order to maintain the integrity of the Police Department.
• Ensures the proper recording, filing, and processing of complaints/allegations against Department employees generated within the Department or from outside sources. • Investigates and/or manages investigations of allegations of criminal activity or serious infractions of Department policy and procedures by Department employees, including those related to the Department’s random drug screening program. • Investigates and/or manages investigations into the conduct of Department employees that threaten the integrity of the Department. • In the absence of the inspector, investigates and/or manages preliminary investigations of alleged violations committed by Department employees in order to determine whether the matter should be handled by the Office of Internal Affairs or referred back to the employee’s work unit.

• Ensures the proper preparation of investigative reports with findings, conclusions, and recommendations for the disposition of the allegations. • Ensures the proper preparation and presentation of investigations at administrative hearings and courts of law. • Assists coordinating responses to civil actions against Department employees. • Compiles reports and statistics as required. • Establishes effective working relationships with Department personnel, legal and personnel advisors, and others involved in internal investigations. • Provides technical guidance and administrative supervision to assigned investigative personnel. • Performs other law enforcement related duties as assigned.
EDUCATION: • Must have a high school diploma or equivalent. Education, training, and experience in discipline.
PREFERRED EDUCATION: • Bachelor’s Degree from an accredited college or university with coursework in criminal justice, public or business administration, management, investigations, auditing and/or other related field preferred.
WORK EXPERIENCE: • Skill in identifying and collecting critical and relevant information/data using basic and advanced investigative techniques and resources, in consolidating and integrating information/data, in drawing valid and verifiable conclusions, and in making fair recommendations consistent with the evidence. • Skill in setting investigative priorities, adjusting investigative plans in response to changing needs and demands, and correcting and/or redirecting investigative activities as needed, for multiple cases simultaneously, in order to close cases expeditiously. • Skill in conveying facts, data, evidence, and findings completely and objectively in complex written investigative reports, in court and administrative hearings, and in oral presentations to other Department personnel. • Skill in assessing issues, problems, and situations based on the merits of the cases presented. • Skill in applying one’s knowledge of the laws, rules, policies, procedures and written directives governing Police Department employees in conducting proper, thorough, and legal administrative and criminal investigations of allegations of employee misconduct. • Must be a commissioned police officer or able to obtain a railroad police commission in the state of residence or state of employment.
PREFERRED WORK EXPERIENCE: • Experience in effectively managing criminal and/or administrative investigations in a law enforcement agency. • Experience in the effective application of word processing software.
