SUMMARY OF DUTIES: With a dual-reporting relationship with IT and Finance, the Financial Controller develops, interprets, and implements complex financial and accounting concepts, or techniques for financial planning and control. The Financial Controller is a demonstrated leader in transforming organizations, driving transparency, collaboration and high performance within the accounting, budgeting and financial management disciplines. The Financial Controller is a results-focused, action-oriented and forward thinking financial and administrative executive that is an expert in IT economics that can drive financial transparency and accountability through strong cost accounting and fiscal discipline and also provide leadership in valuing and measuring the contribution of IT investments supporting Amtrak’s strategic plan.
This IT Leadership Senior Director directs the integration of IT processes across multiple functional areas and is responsible for creating an integrated information technology plan to support one or more organizational strategies. IT Leaders are also responsible for analyzing trends in technology, assessing the impact of emerging technologies on the business, providing solutions to address technology and business issues, and managing financial resources of the company while ensuring the development of high-quality technology solutions. They are also responsible for participating and leading the development of an IT governance

framework that defines the working relationships and sharing of IT components among various IT groups within the company.
EDUCATION: Master’s degree in related technical/business areas or equivalent combination of education, training and/or experience. Must have a High School Diploma or General Educational Development (GED) certificate.
WORK EXPERIENCE: Oversees services provided to multiple internal and external customers. May focus on one or more industries of moderate to high complexity. • Responsibilities include, but may not be limited to, the following: • Partners with business leaders to develop an integrated IT and business strategy. • Participates in the governance board that defines the IT mission, oversees operations, and determines IT investments, and pricing and product strategies. • Manages the development of the business technology plan. Implements solutions consistent with the architecture. • Directs the development and implementation of integrated IT initiatives to support business strategies. • Integrates high-quality services at optimal cost across multiple businesses and customers. • Initiates and directs the improvement processes that impact customer satisfaction and relationships. Actively reviews and improves upon processes and is accountable for ensuring that they are followed. Coaches team about corporate decision-making processes, prioritization, and IT/business-unit alignment. • Recommends IT spending and develops budgets. Tracks budget and takes appropriate steps to stay with budget. • Oversees the development and implementation of technologies that make it easier for customers and suppliers to do business with the enterprise and increase profitability. • Works with business groups and service providers to establish service level agreements that support business objectives. Modifies as required. Ensures internal SLAs are met. • Provides advice and counsel to the vendor relationship decision-making and contract development processes. Ensures contracts are in place. • Ensures service provider performance is reviewed and that contract managers are notified when necessary. • Meets regularly with team to gather work statuses. Discusses work progress and obstacles. Provides advice, guidance, encouragement and feedback. Ensures work, information, ideas, and the technology flow freely among the section. • Establishes measurable individual and team objectives that are aligned with business and organizational goals. Documents and presents performance assessments. Recognizes and rewards associates commensurate with performance. Implements organizational practices for staffing, EEO, diversity, performance management, development, reward and recognition, and retention. • Ensures staff has the resources and skills needed to support all work initiatives. Forecasts new skill requirements based on emerging technologies. Participates in IT workforce deployment activities. Generates appropriate communication, process and educational plans for mitigating the disruption of change. Develops timelines and action steps for anticipating and framing the type of change.
OTHER REQUIREMENTS: Requires 10-15 years of relevant technical and business experience. May require in-depth knowledge of one or more processes/services. Business experience should include assignments in multiple business and technical processes and financial management. Demonstrated ability to perform all essential functions. (See above) • Possesses a solid knowledge of IT infrastructure, architecture, applications development and support, networks, and computer operations as well as customers’ business needs, processes, and functions. • Requires demonstrated ability to launch and deliver a single IT project on time and within budget. • Requires leadership experience in managing cross-functional teams and influencing senior level management and key stakeholders.
COMMUNICATION AND INTERPERSONAL SKILLS: Possesses skill in quickly assessing the impact of technical issues on the business and making decisions appropriately. Skill in effective oral and written communication. Must possess a combination of business, technical and leadership skills.
