Parsons Brinckerhoff is providing Program Management services for the California High-Speed Rail Project (CHSTP). This multi-billion dollar project will plan, design and construct an 800 mile high-speed rail passenger service, which will run from Sacramento in the North and San Diego in the South, with major interchange hubs in between, including San Francisco and Los Angeles. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph.

Parsons Brinckerhoff has an immediate opportunity for a Regional Engineer to work on the CHSTP reporting directly to a Regional Manager of the Program Management Team (PMT). (Openings exist in San Francisco and Sacramento). The position requires an experienced engineering manager in the Transportation and/or Rail industry with strong interpersonal skills. The ideal candidate must demonstrate a high degree of foresight and mature engineering judgment in directing and influencing complex projects and programs of significant importance. The Regional Engineer will work with the California High Speed Rail Authority (CHSRA) staff, other PMT managers in other regions, consultants, sub-consultants, contractors, the Federal Railway Administration, State and local agencies, and multiple stakeholders to achieve overall success for the CHSRP.

Description of Duties:
The Regional Engineer will provide engineering oversight, environmental review, and management support of the Regional Consultant’s work program for completion of the project-level EIR/EIS, 15% Preliminary Engineering, and completion of Preliminary Engineering for Procurement (PE4P) as the basis for Design/Build procurement contracts. Specific activities include:

Project Management

Assist the Regional Manager (RM) to oversee activities performed by the Regional Consultants/Engineers, with a particular focus on interfaces between disciplines to ensure consistency within the geographic segment, as well as with overarching Program Goals.
Provide oversight and coordination support to match the overall statewide goals and the annual work plan.
Channel daily problems, questions and concerns to the correct parties for appropriate follow up and answers.
Assist in the review of submitted invoices and compare with stated work completed such as schedule, budget and deliverables due.
Oversee Regional Consultant compliance with project procedures and protocols.
Report project status and progress and review and comment on Regional Consultant monthly status reports.
Coordinate with the Authority, other regional managers and their regional Consultants regarding outreach support, engineering, and environmental issues.
Prepare meeting minutes/notes, reports and memos as required by the RM.
Assist in definition of scope and budget changes, when requested.
Provide oversight and overall review of Regional Consultant documents, drawings, and other activities pertaining to 15% design criteria and preliminary engineering for procurement.
Monitor Regional Consultant(s) progress of preliminary designs
Ensure drawings and specifications are reviewed by the Engineering Management Team (EMT) to ensure consistency with design standards and between segments.
Compile and enter review comments in ReviewManager (database) and coordinate responses.
Coordinate with specialist engineering and environmental review of specific subjects
Monitor and oversee agency consultation activities
Review and provide comment on technical reports
Review Regional team in-progress deliverables prior to submittal to the Program Director, the Authority and the FRA
Coordinate and communicate operating, maintenance, engineering and other technical standards to be used in design development

Preliminary Engineering

Provide oversight and overall review of Regional Consultant documents, drawings, and other activities pertaining to 15% design criteria and preliminary engineering for procurement.
Monitor Regional Consultant(s) progress of preliminary designs
Ensure drawings and specifications are reviewed by the Engineering Management Team (EMT) to ensure consistency with design standards and between segments.
Compile and enter review comments in ReviewManager (database) and coordinate responses.
Coordinate with specialist engineering and environmental review of specific subjects
Monitor and oversee agency consultation activities
Review and provide comment on technical reports
Review Regional team in-progress deliverables prior to submittal to the Program Director, the Authority and the FRA

Environmental Review

Coordinate with specialist engineering and environmental review of specific subjects

Review Regional team in-progress deliverables prior to submittal to the Program Director, the Authority and the FRA
Coordinate and communicate operating, maintenance, engineering and other technical standards to be used in design development



Job Requirements

Experience Required:
1) Minimum of 10 years design/construction experience with large highway and/or rail projects.
2) Experience with Caltrans, local agencies, Federal Rail Administration, and Federal Transit Administration a plus.
3) Familiarity with scheduling software (Primavera, MS Project), excel and word a must
4) Ability to make public presentations and speak effectively with stakeholders


Education/License Required:
1) B.S. Civil Engineering or equivalent
2) Current Professional Engineering Registration, California
3) Ability to work in this country immediately
