Job Summary:

Manages environmental remediation on operating and non-operating railroad properties in a multi-state territory. Assists in the development, evaluation, and implementation of effective solutions for remediation of environmental concerns for protection of human health and the environment. Provides regulatory interpretation to CSX Transportation (CSXT) operating departments for compliance with applicable environmental regulations and laws. Provides CSXT operating departments with assistance in the proper handling of their environmental issues including permitting for new construction.

Primary Activities and Responsibilities:

Award contracts and provide direct supervision to outside professional and engineering consultants performing environmental assessments and remediation work for CSXT operating and non-operating properties.
Review and approve project reports, budgets, invoices, and work authorizations.
Negotiate with regulatory agencies approval for environmental remediation standards and methodologies appropriate to the proposed future use of the subject properties.
Assist Law department in management of federal and state Superfund projects and participation in Potentially Responsible Party (PRP) meetings on behalf of CSXT.
Determine the acceptable uses for real estate based on the integration of facts relating to a parcels location, level of contamination, regulatory agency requirements, market value, available remediation technology and methodology, and cost of cleanup.
Evaluate new and available remediation technologies.
Provide environmental emergency response support for derailments, releases, and other railroad emergencies.
Miscellaneous activities and responsibilities as assigned by manager.


Minimum Qualifications:

Bachelor’s degree from an accredited institution required in Chemistry, Biology, Environmental, Engineering, Chemical Engineering, or related major field of study
5 or more years of Environmental, Hazardous Materials, or Safety experience required

Equivalent Qualifications:

Bachelor’s degree from an accredited institution
7 or more years of Environmental, Hazardous Materials, or Safety experience required

Preferred Qualifications

In addition to meeting the above qualifications, any of the following are preferred:

Master’s degree from an accredited institution in Chemistry, Biology, Environmental, Engineering, Chemical Engineering, or Business Administration
7 or more years of Environmental experience
Certified Hazardous Material Manager (CHMM), Professional Engineer (PE), or Professional Geologist (PG)

Knowledge & Skills

Ability to effectively communicate and negotiate with local, state, and federal regulatory agencies
Knowledge of environmental regulation and estimating abilities for: Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Clean Air Act (CAA), Toxic Substance Abuse Control Act (TSCA), and Clean Water Act (CWA)
Ability to communicate complex environmental problems and subsequent solutions to various levels of CSX management, environmental consultants, federal, state, and local regulators effectively in written and oral forms
Ability to self-motivate, prioritize, and handle multiple requests while also managing multiple contracts for environmental services

Job Requirements:

50% travel required.
Wear protective equipment such as welding shields, hard hat, hearing protection, steel-toe boots, work boots, safety vest, face shield and safety glasses.
Work hours include rotating on-call responsibilities which may be on weekends or outside standard working hours.
Federal regulations require random testing for drugs and/or alcohol.
The applicant selected for this position may be required to successfully complete a background check and physical including a drug test. Passing results must be received prior to start date in new position.

Environmental Conditions:

Work inside an office environment.
Work outside in all weather conditions.
Work with hazardous materials on an occasional basis.
