Job Summary:
Manages the technical use and enhancement of payroll-based application systems such as the Position, Attendance, and Control System (PACS) and a new web-based employee roster and position information system (myJOBtrax) for craft employees. Functions as a part of the Manpower Administration group within the Payroll Department which is responsible for the accurate and timely processing of nearly 14,000 non-operating craft employee bids on jobs, and the accurate assignment of positions based on labor agreement rules.

Primary Activities and Responsibilities:

Provide troubleshooting analysis for users in processing results related to the applications used in the Payroll department (primarily mainframe PACS and web based JOBtrax systems). Directly request and coordinate required Technology support, including user acceptance testing and sign-off.
Develop system requirements for application enhancements including functions not currently performed, such as report requirements, workflow status updates, etc. Perform cost benefit analysis for enhancement justification.
Document system changes and provide user instructions or training for new features or system changes. Maintain and administer efficient change control processes including report management and required web page enhancements resulting from changes.
Maintain application security ensuring Sarbanes-Oxley (SOX) compliance requirements for application audit controls and data integrity.
Assist users with reporting requests and ensure use of data is justified and timelines for production of reports are met.
Miscellaneous activities and responsibilities as assigned by manager.


Minimum Qualifications:

Bachelors degree from an accredited institution required
1 or more years of experience required in Application Deployment or Support, Project Management, Position Administration, or Labor Relations

Equivalent Minimum Qualifications:

High School diploma/GED or Associates degree from an accredited institution required
3 or more years of experience required in Application Deployment or Support, Project Management, Position Administration, or Labor Relations

Preferred Qualifications:
In addition to meeting the above qualifications, any of the following are preferred:

Bachelors degree from an accredited institution in Accounting, Finance, Business Administration, or Information Technology
3 or more years of experience required in Application Deployment or Support, Project Management, Position Administration, or Labor Relations

Knowledge and Skills:

Knowledge of mainframe administration systems such as the Position, Control, and Attendance System (PACS)
Knowledge of craft Payroll systems with data retrieval experience (Focus, Business Objects, Crystal, Toad)
Knowledge of payroll reporting systems such as Crystal Payroll Reporting
Microsoft Office skills (Word, Excel, PowerPoint)
Project management skills
Excellent organizational skills and ability to prioritize multiple tasks and responsibilities
Strong analytical and problem solving skills
Oral and written communication skills
Strong interpersonal skills with the ability to maintain relationships with internal and external customers
Ability to maintain a high level of professionalism

Job Requirements:

5% travel required.
Work hours may vary in length and schedule. Work hours may include a nonstandard workweek.
