Tasks

SUMMARY OF DUTIES: Provides logistical and administrative support for Section Improvement ‘Mega Projects.’ Relieves the Deputy Chief Engineer Section Improvements of administrative type functions. Work requires analysis, initiative and independent judgment with frequent access to confidential information, as well as a high degree of independent interaction with Senior and Executive Staff of cooperating organizations; i.e., NJ Transit, LIRR, Port Authority.
• Coordinates and administers Engineering programs and functions which support daily activity for agreement construction forces by maintaining a working knowledge of Amtrak procedures, policies, and standards. • Monitors and tracks critical administrative and operational actions that are required to ease coordination between the various agencies and operating companies collaborating with Penn Station; i.e., action lists, decision requirements, and joint external presentations. • Monitors quality assurance activities and adherence. Responsible for updating agreement employee P-files. Maintains records of employee qualifications. Coordinates all D&A testing. • Handles all administrative functions, investigates injuries, manages vehicles and cell phones, initiates advertisements, and investigates time claims. Acts as a liaison between management employees and field forces.

• Organizes and maintains project files, including documents which are sensitive and/or confidential and are subject to internal as well as external audit. • Assists in efficiently planning and scheduling the use of resources, including manpower, equipment and materials. • Updates databases to track production, injuries, costs, overtime, discipline, manpower, vehicles and equipment usage, inspection reports, CMV physicals, cell phone usage, and E-Z pass accounts. • Prepares all Non-Agreement and Agreement HR-related recruiting paperwork for the Deputy Chief Engineer Section Improvements organization. Also coordinates closely with the Division Engineer in assessing HR requests and actions. • Manages multiple demands and competing priorities of the DCE Section Improvements office. • Responsible for planning, implementing, monitoring and overseeing administrative business activities for the DCE Section Improvements organization. • Supports the DCE in coordinating system safety reviews and analysis directly with FRA Region 2, The Volpe Center, and the Office of System Safety in Washington, DC. • Maintains a demanding calendar and travel schedule for the DCE Section Improvements. • Prepares all travel arrangements and expense reports. • Provides meeting agendas, minutes, tracking and follow up for projects. • Responsible for cell phone/air card orders and management of same. • Responsible for oversight of the Section Improvement organization, providing review and approval of all eTrax items to include expense reports, travel authorizations, vehicle garaging authorizations, P-card purchases, requisitions, and payment requests. • Handles non-routine information and explains policies when necessary. • Acts as a liaison with other departments, divisions, and outside agencies. • Manages, tracks, and follows through to completion of all Section Improvement action items. • Develops and maintains an extensive filing system. • Finds solutions to various administrative problems and prioritizes work. • Gives continual attention to detail in composition, proofing materials, establishing priorities and meeting deadlines. • Must be highly organized and able to handle a variety of duties, with aggressive deadlines.
EDUCATION: Must have a High School Diploma or General Educational Development (GED) certificate.
PREFERRED EDUCATION: Bachelor’s Degree in Engineering or equivalent combination of education, training and/or experience.
WORK EXPERIENCE: • Significant professional administrative experience working in a fast-paced office environment. Proven experience with MS Office applications, Org Plus. Some experience in using Amtrak bussiness and operations systems. • Knowledge of railroad operations and procedures including Amtrak Labor Agreements. • Effective project reporting and administrative controls. • Must have extensive knowledge of business and an excellent command of the English language. • Must have demonstrated proficiency in office administrative railroad procedures. • Prior satisfactory job performance is required. • Strong analytical skills, willingness to work in a detail-oriented position. Must be adaptable to changing requirements with demonstrated ability to work under tight time constraints and manage multiple priorities.
• Knowledge of Maximo, NORAC, RWP, AMT2, AMT23/27 ARASA, BRS, and BMWE agreements. • A wide degree of creativity and latitude is expected.
Requirements
PREFERRED WORK EXPERINCE: • Extensive management experience exhibiting superior railroad administrative, organization skills and problem solving skills. • Candidate to have a working understanding of railroad maintenance of way environment and its disciplines. • Self-starter with hands-on approach. • Have analytical ability in order to summarize data for reports. • Relevant work experience in the railroad industry. • Knowledge of railroad operations, procedures, FRA Regulations, projects and terminology.
COMMUNICATION AND INTERPERSONAL SKILLS: Must have a high level of interpersonal skills to handle sensitive and confidential situations,with excellent verbal and written communication skills.
