SUMMARY OF DUTIES: This position will be responsible to direct master planning efforts at Washington Union Terminal. The incumbent will develop and negotiate multi-party contractual arrangements with public and private entities; and direct RFQ’s and RFP’s to secure and manage expert resources. The incumbent will identify and resolve key issues and concerns that arise as a multi-year master planning effort progresses.
• Direct large-scale master planning initiatives at and around one of Amtrak’s largest stations and facilities - Washington Union Terminal, involving multiple public and private stakeholders. • Develop and negotiate multi-party contractual agreements with public and private commercial entities, including financial institutions. • Drive internal and external communications, including developing and giving presentations to large groups. • Develop and manage RFQ’s, RFP’s, Task Orders and the like related to expert external consulting resources and support. Coordinate these processes and agreements among and between other relevant stakeholders • Identify and resolve key issues and concerns that arise as the multi-year master planning effort(s) progress.

EDUCATION: • Bachelors Degree in planning, architecture, engineering, construction management or a related field, or an equivalent combination of education, training and/or experience.
PREFERRED EDUCATION: • Masters Degree in planning, architecture, engineering, construction management, business administration, or related field.
WORK EXPERIENCE: • Demonstrated leadership experience in design and construction, including demonstrated experience in at least one, large, complex infrastructure renewal project. • Professional registration or certification as an Engineer, Architect, or Planner. • Strong advocacy and communication skills, including experience in making presentations to senior management, 3rd parties and Board of Directors. • Ability to articulate complex transportation issues and interact with outside stakeholders, as well as all levels of Amtrak employees. • Experience in business development strategy, planning and execution. • Communication and presentation skills and experience communicating complex issues to senior level officers. • Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business. • Quantitative and analytical skills including demonstrated ability using PC-based applications (e.g., MS Office Suite). • Prior satisfactory job performance required.
PREFERRED WORK EXPERIENCE: • Familiarity with, and experience dealing with, public agencies and the community-at-large in the District of Columbia; • Demonstrated ability to build consensus among project stakeholders with diverse interests, including stakeholders in both the public and private sectors; • Experience in a significant role in large scale transportation projects for any mode (e.g., rail stations, airports, ferry terminals, etc.); and proven ability to manage and deliver high-quality, high-profile design and construction projects. • Demonstrated ability to understand detailed engineering and architectural issues while simultaneously seeing how project details tie in with the ‘big picture’;
COMMUNICATION AND INTERPERSONAL SKILLS: Excellent verbal and written communication skills.
