Parsons Brinckerhoffs Washington, D.C. has an immediate opening for a Principal Technical Specialist that is enthusiastic and motivated.

This position will be responsible to provide client services relating to all aspects of transit/rail system safety and security including scope, schedule and budgets. Applicant will be required to lead, develop, review, direct or implement system safety and security programs, policies, standard operating procedures and/or emergency preparedness documents or programs. Applicant will build client relationships and participate in all aspects of business development activities.

This position will initially be required to perform the following client services:

Develop System Safety and Security Programs in accordance with FTA and FRA guidelines, rules and regulations
Develop and implement Safety Certification Programs
Provide day to day guidance to project management relating to system safety and security activities and requirements
Provide system safety and security related support to the project design team, including appropriate design reviews and meetings
Provide safety and security oversight, including the implementation of all applicable system safety and security programs, plans and requirements through the construction and operating phases of the project
Provide leadership relating to emergency preparedness and response

This position provides the applicant with the ability to work with a dynamic management team, developing and implementing programs for a new start and existing rail and bus operations.

Applicant may serve as the project team leader for safety and security and be responsible for project specific safety and security functions.

At the client’s direction, the incumbent will be expected to assume significant responsibility identifying project elements for certification, and in developing, maintaining, and validating the certified items list.

The position currently requires a significant level of coaching and mentoring client staff, technical consultants, and contractors with regard to the safety certification process; it further requires the ability to present and articulate requirements, goals and objectives in a manner that achieves positive results.

The position will serve as the client’s representative and provide safety-related oversight during the development of project plans, design and design review, project implementation, and final testing and acceptance.

Job Requirements

Experience Required:

Applicant must have experience in the development of system safety and security programs and plans in accordance with guidelines and regulations set fourth by the FTA, FRA and APTA. Applicant should be experienced in rail safety, security, and operations, providing leadership in the related safety and security activities. Applicant must be familiar with FRA emergency preparedness rules and regulations with the ability to lead safety and security committee activities, tabletops and field exercises.
This position requires a minimum of 10 years railroad/transit management experience in the field of safety, security and/or operations.

Education Required:
Bachelor’s degree in Safety, Transportation, Industrial Engineering, or equivalent railroad or transit experience. CSP preferred.
