Parsons Brinckerhoff has an immediate opening in our Lake Mary, FL project office for a System Safety and Security Specialist. This position will be responsible to provide technical services relating to all aspects of railroad system safety and security including scope, schedule and budgets. Applicant will be required to lead, develop, review, direct or implement FTA/FRA system safety and security programs, policies, standard operating procedures and/or emergency preparedness documents or programs, accident/safety investigations and enforcement of the safety integration plan (SIP), including the roadway protection program (RWP.)

* Ensure that the system safety/security elements of the design and construction requirements for the railroad project are properly documented and in compliance with FTA, FRA and TSA requirements.
* Direct updating of the PHA Report
* Prepare/update Hazards Tracking Log
* Assist in preparation of Construction Plan, prepare Construction Safety and Security plan and Train Control Hazards Analysis * Perform Threat and Vulnerability Analysis and tracking log * Update and prepare Design Criteria Checklist * Conduct code review; attend SSRC and FLSSC meetings and other miscellaneous meetings with various third-parties.
* Conduct design reviews for SSC, update/prepare Construction Certification Checklist, verify compliance with RFC documents.
* Prepare certifications, prepare Safety Testing and Checklists, witness tests, obtain and review O&M Manuals, prepare training and submittals and obtain Certifications.
* Able to work cooperatively with multiple supporting groups in a multiple of environments.
* Able to communicate and integrate effectively with diverse personnel on a large project team.
* Develop System Safety and Security Programs in accordance with FTA and FRA guidelines, rules and regulations
* Develop and implement Safety Certification Programs
* Provide day to day guidance to project management relating to system safety and security activities and requirements
* Provide system safety and security related support to the project design team, including appropriate design reviews and meetings
* Provide safety and security oversight, including the implementation of all applicable system safety and security programs, plans and requirements through the construction and operating phases of the project
*File all necessary reports with the FRA, FTA and other oversight agencies.
*Conduct all required investigations: accident, safety incident violations.
*Assist with transitioning of new O&M contractor; overseeing development of all required system safety and security related documents.
*Assist with follow up items associated with operational (and FRA) safety and security items.
* Provide leadership relating to emergency preparedness and response.

Applicant may serve as the team leader for safety and security and responsible for project specific safety and security functions.

Job Requirements

This position requires a minimum of 10 years railroad/transit management experience in the field of safety, security and/or operations. Proficiency with report writing, computer software, oral presentations and tactful interface with public officials is required.

Bachelor’s degree in Transportation Safety or equivalent railroad or transit experience. CSP preferred. Candidate must have authorization to immediately work in the United States.

Applicant must have experience in the development of system safety and security programs and plans in accordance with guidelines and regulations set forth by the FTA, FRA and APTA. Applicant should be experienced in rail safety, security and operations, providing leadership in the related safety and security activities. Applicant must be familiar with FRA emergency preparedness rules and regulations with the ability to lead safety and security committee activities, tabletops and field exercises.
