Overview:

An exciting opportunity on a dynamic team involving procurement support for a broad array of design, purchasing and construction procurement tasks. We are a century-old national transportation infrastructure firm that offers extensive design, engineering and planning services to federal, state and local public and private clients. To provide critical support services for broad program management assignments with public agencies, we are seeking a Procurement Specialist – Rail Services in our Metro NY Rail Systems Group, with main offices located in New York, NY.
Responsibilities:

Prepare procurement material as an extension of staff for consulting service, construction, and material purchasing initiatives for small (USD 5M) design and construction projects and material purchases.
Assist the Senior Procurement Specialist in the development of bid packages, including General Provisions, Special Provisions, Specifications and Drawings, Bid Sheets, Scoring Rubrics, and required federal procurement materials
By consulting with operating departments at transit properties, identify and explicitly call out all operating and safety requirements in solicitations
Participate in pre-bid meetings, oral presentations, and bid openings as directed by the Senior Procurement Specialist
Assist with preparation of Board briefing materials and Board items for sponsored procurements as requested
Coordinate with the Master Scheduler to ensure that practical procurement timelines are properly represented for each project
Coordinate with agency Procurement or Purchasing Department staff as directed by the Senior Procurement Specialist
Develop fully-auditable records concerning recommendations to approve/disapprove proposed change orders
Coordinate response to Requests for Information, in accordance with the General Provisions

Basic Qualifications:

Five-to10 (5-10) years of experience in contracts procurement, contracts administration, or purchasing
Bachelor’s Degree in any related business or business management or administration, accounting, economics, engineering, or planning field; 5 years of additional experience may be substituted for the degree requirement
Experience with contract and/or material purchasing activities at public agencies a plus
Familiarity with railroad operations, major component categories, work window requirements, operating protocols, safety training requirements, FRA rules, and related material a plus
Good analytical and communication skills (writing and verbal) are important
