Tasks

SUMMARY OF DUTIES: This position serves as the lead emergency response specialist for the division, and is the point of contact for regional internal and external stakeholders for all aspects of Amtrak’s emergency preparedness, response, and continuity of operations plans and programs for the assigned area.
During emergencies: • Assists the incident commander and/or General Superintendent to ensure approved plans are executed properly; • Plans and coordinates emergency response team activities with HQ and General Superintendents; • Provides comprehensive investigation, inspection and technical assistance and consultation to the incident commander and/or General Superintendent; • Briefs Deputy Chief, Emergency Management, on progress of the event; • Is responsible for coordinating compliance with requirements of 49 CFR 239.101.
During normal operations: • Evaluates effects of emerging trends and developments on national and regional emergency management

and homeland security programs, and recommends appropriate policy and procedural changes; • Makes recommendations for improving local response including but not limited to enhancements to training, equipment, organization and operations; • Coordinates and/or conducts training and exercises based on the National Incident Management System and Amtrak’s emergency preparedness, response, and continuity of operations programs.
Facilitates and conducts emergency preparedness planning, training, and exercises, utilizing the National Incident Management System (i.e. Incident Command) structure via online, classroom and practical instruction.
Coordinates the maintenance of divisional emergency, COOP and Station Action Plans, policies, procedures, relating to response, recovery, evacuation, and continuity of operations, within the assigned division.
Executes all emergency management activities, including division COOP and emergency plans and procedures, Amtrak’s multi-year homeland security training and exercise program, 49 CFR, Part 239.101 program, for the assigned station/division.
Coordinates and cross-trains with all divisions and operates under the overarching Amtrak corporate plans, policies, and procedures to ensure consistency throughout the corporation on emergency management functions, as well as incorporating divisional requirements, as needed.
Conducts Amtrak after action debriefs related to Amtrak incidents and exercises, and assists in the annual review of Passenger Train Emergency Response Plans as required by 49 CFR Part 239. Chairs station/divisional coordination meetings and participates in working groups pertaining to emergency preparedness, continuity of operations, and disaster response & recovery as it relates to operations and station/division issues.
Disseminates emergency management/preparedness and homeland security related information across the division to internal and external stakeholders.
Serves as the division’s coordinating officer to ensure close coordination with emergency management agencies, and works under the division’s operational guidance to ensure ICS is institutionalized. Provides documented feedback on security strategy implementation, and other operations to the division, and Deputy Chief Emergency Management.
Coordinates the division’s multi-year homeland security exercise and training calendar.
Follows up on action plans identifying areas needing improvement from after action/debriefing reports from real incidents and exercises. Prepares correspondence, reports, presentations, and other materials as required.
Ensures the Incident Command System is utilized by all departments for rail operations.
Acts as Amtrak’s liaison to the Incident Commander/Unified Command for emergency terminal or operational incidents that dictate the response of municipal emergency response agencies.
Coordinates operations between Division Management and the emergency response agencies.
Assure continuity that this function is performed in the event the person holding this position is absent or unavailable for duty.
Assist in coordinating assessments relating to assigned station/division, as required.
Perform other duties as assigned.
EDUCATION: Education, training, and experience equivalent to: Bachelor’s Degree from an accredited college or university.
WORK EXPERIENCE: • Demonstrated year’s progressively responsible professional experience in the field of emergency management with two years experience as a classroom instructor. • Completion of FEMA Independent Study Courses – NIMS – IS 100, 200, 700, and 800.
Within 6 months of assuming this position, the individual shall successfully complete the following required courses: 1. NIMS ICS-300 Intermediate Incident Command System 2. NIMS ICS-400 Advanced Incident Command System
• Ability to adhere to an on-call basis of availability 24/7/365. • Working knowledge of planning processes to develop sound emergency management solutions for a transportation organization, including implementing the Incident Command System. • Proven ICS classroom instruction experience. • Experience facilitating meetings. • Ability to translate the roles and responsibilities of the Amtrak Emergency Management department to customers and stakeholders, both internally and externally. • Thorough interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment. • Ability to communicate complex information clearly, efficiently and effectively and in a manner that meets the needs of diverse audiences, to include senior-level leadership. • Proven experience utilizing Microsoft Office, including SharePoint, Excel, Outlook, Word, Access and PowerPoint. • Experience building collaborative partnerships with a variety of stakeholders, including first responders, commercial, rail, emergency response, and operational stakeholders. • Experience implementing the Incident Command System. • Ability to handle pressure, fast pace environment and aggressive deadlines during emergency and non-emergency situations.
PREFERRED WORK EXPERIENCE: • Experience assessing railroad and station/facility infrastructure.
COMMUNICATION AND INTERPERSONAL SKILLS: • Excellent verbal and written communication skills.
