Tasks

SUMMARY OF DUTIES: To lead Amtrak efforts related to the design and construction of Phase One of the Washington Union Station Master Plan. Phase One is both preparatory to the implementation of subsequent elements of the Master Plan, and essential in and of itself to accommodate anticipated growth and to bring the station platforms into compliance with requirements of the Americans with Disabilities Act (ADA) and the National Fire Protection Association (NFPA) Section 130, as well Amtrak’s guidelines and standard practices. The Project Director will oversee the planning and implementation of Phase One.
• The Project Director will lead and direct Amtrak personnel and consultants in their execution of responsibilities related to planning, design and construction of the Phase One improvements and the integration of Phase One with the larger, ongoing Master Planning effort for all of WUT. This includes technical supervision, by which the Project Director will give overall and specific direction, will participate in design reviews, and will help resolve technical issues. This also includes administrative supervision, by which the Project Director will review and approve time sheets, help negotiate consultant contracts, review and approve consultant invoices, authorize training, and resolve personnel issues as appropriate. • The Project Director will work closely with other Amtrak departments, particularly Engineering, Operations,

Mechanical, Finance, Real Estate, Government Affairs, and Law to maintain necessary communication, engage Amtrak resources as-appropriate, and facilitate swift resolution of issues. • The Project Director will also work closely with key external stakeholders (USRC, Akridge, Ashkenazy, WMATA, DCDOT, DCDOP, NCPC, ADA and others) to foster on-going communication, build consensus, facilitate swift resolution of issues, and to address external stakeholder interests to the mutual satisfaction of Amtrak and the external stakeholders. • The Project Director will plan and manage multiple work efforts, and will coordinate project scopes and schedules for a wide variety of design and construction projects.
EDUCATION: • Bachelors Degree in planning, architecture, engineering, construction management or a related field, or an equivalent combination of education, training and/or experience.
PREFERRED EDUCATION: • Advanced Degree in planning, architecture, engineering, construction management, business administration, or related field.
WORK EXPERIENCE: • Extensive leadership experience in design and construction, including demonstrated experience in at least one, large, complex infrastructure renewal project. • Professional registration or certification as an Engineer, Architect, or Planner. • Strong advocacy and communication skills, including experience in making presentations to senior management, 3rd parties and Board of Directors. Strong verbal and written communication skills, including ability to articulate complex transportation issues and interact with outside stakeholders, as well as all levels of Amtrak employees. • Quantitative and analytical skills including demonstrated ability using PC Based applications. • Communication and Presentation skills • Demonstrated ability to work collaboratively with staff and decision-makers at all levels of the organization. • Prior satisfactory job performance required.
PREFERRED WORK EXPERIENCE: • Familiarity with, and experience dealing with, public agencies and the community-at-large in the District of Columbia. • Demonstrated ability to build consensus among project stakeholders with diverse interests, including stakeholders in both the public and private sectors. • Experience in a significant role in large scale transportation projects for any mode (e.g., rail stations, airports, ferry terminals, etc.); and proven ability to manage and deliver high-quality, high-profile design and construction projects. • Demonstrated ability to understand detailed engineering and architectural issues while simultaneously seeing how project details tie in with the ‘big picture’; • Experience with raising project funds from both private and public sources, including federal agencies. • Experience working in Public-Private Partnerships (P3s). • Experience with commercial real estate development.
