Job Description

The California High-Speed Rail Authority has developed a long-term implementation program to construct the 800-mile California High-Speed Train Project (CHSTP) connecting southern and northern California. This USD 10 billion project includes final design and construction of the rail and civil infrastructure to support 220 mph high-speed rail service, with procurement of design/build contractors to begin construction in 2012. PB is providing Program Management services for the entire program. We have an immediate opening on the Project Management Team for a QA Manager specializing in engineering project delivery.

Duties
The QA Manager is responsible for all aspects of quality for the program. Principle duties include:

* Developing and overseeing the overall structure of an ISO9001 compliant system for this major design-build program, and managing the implementation of that system, from high-level organization down to individual Quality Procedures.
* Developing a team of QA specialists to implement that system, including definition of key responsibilities and interfaces.
* Managing that team to provide all required deliverables and process outcomes to the satisfaction of the Californian High Speed Rail Authority.
* Providing Program Director awareness of all critical issues, also day-to-day reporting, metrics and alerts.
* Obtaining and maintaining approval and certification of the quality system for the CHSTP.
* Working with other, senior team members of cross-functional activities including contractor/subcontractor and supplier selection, management and audit; value engineering, scope changes, and assisting in obtaining the necessary approval of relevant regulatory bodies.
* Generally supervise multiple personnel supporting the program activities, assist the Project Director, and serve as a senior member of the PMT staff.



Job Requirements

* Successful participation at a senior level in the delivery of a major rail program, as well as demonstrated strong experience in design/build projects.
* At least 15 years experience in the design and implementation of QA systems for major projects.
* Minimum of a Bachelor’s in Engineering or Quality.
* Lead Auditor Certification, ASQ Certification as CMQ/OE, CQA, or CQE.
* Must be an effective communicator, both orally and in writing, with all program management teams levels including the California High Speed Rail Authority and Regional Consultants.
* Ability to work in the US immediately.
