Talascend is seeking a Senior Contracts Administrator for a direct hire opportunity in Philadelphia, PA (Pennsylvania)



Job Description:

Participates in and/or conducts bid preparation, contract negotiation, contract administration and customer contact activities



• Provides for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

• Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

• Prepares bids, processes specifications, progress, and other reports, advises management and project personnel of contractual rights and obligations; Implements contract modifications, data management and coordination with subcontractors.

• Reviews subcontractor bids for conformity to contract requirements.

• Works under general direction, participates in setting assignment objectives.

• Plans own task schedule to satisfy objectives.

• Work is reviewed for adequacy on completion.

• Provides support to the project management team in the effective administration of the prime contract between the company and the customer.

• Along with the project team, identifies the contract baseline.

• Prepares an analysis of the prime contract general terms and conditions to highlight areas of potential risk such as ambiguities, omissions, and conflict; as work proceeds, assists the Project Manager in mitigating those risks that arise; closely monitors and supports remedial actions as necessary.



Additional job duties:

Subcontract administrators are responsible for preparing procurement plans and bid documents, market outreach to identify potential bidders and ensuring that bidders lists are appropriate for the contract, releasing the solicitation documents to interested bidders, supervising site walks and pre-bid conferences, managing responses to questions during the bid period, issuing bid addenda as required, reviewing and analyzing bids, supervising qualification hearings, preparing award recommendations for client approval, ensuring that all pre-award submissions are in proper form and have been received and preparing final conformed contract documents for execution. Post-award, subcontract administrators are responsible for negotiating and obtaining client approval of change orders and managing disputes with subcontractors.



Qualifications:

• Minimum 10 years relevant experience

• BA or BS degree

• Must have complete understanding and application of public and private sector procurement principles, theories, concepts, and industry practices and standards.

• For this specific project, candidates must have significant experience handling competitively bid construction contracts and administering lump-sum construction contracts including negotiation of change orders. The contracts are on behalf of a federal client and the contracts must comply with certain Federal standards.

• Familiarity with federal contracting requirements or with construction in a rail transit environment is preferred.

• Candidates must have knowledge of federal cost principles and possess excellent written and verbal communication skills and ability to analyze and negotiate cost proposals.

• Candidates must also have experience procuring and managing professional service agreements for design and other construction support services, including development of contract terms and conditions, negotiations of rates and issuance of task orders.

• Candidates must have sufficient experience to perform the above tasks with minimal supervision for this fast-track project.
