Parsons Brinckerhoff is providing Program Management services for the California High-Speed Train Program (CHSTP). This multi-billion dollar project will plan, design and construct an 800 mile high-speed rail passenger service, which will run from Sacramento in the North and San Diego in the South, with major interchange hubs in between, including San Francisco and Los Angeles. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph.

Parsons Brinckerhoff has an immediate opportunity for a Regional Manager to work on the CHSTP, reporting directly to the Regional Deputy Director of the Program Management Team (PMT). (Openings exist in Los Angeles and San Francisco) The position requires an experienced leader in the Transportation and/or Rail industry with strong client relationships. The ideal candidate must demonstrate a high degree of mature project development judgment in directing and influencing complex projects and programs of significant importance. The person must be a self-starter, who can set strategy and achieve results. The Regional Manager will work in concert with the California High Speed Rail Authority (CHSRA), other PMT managers in other regions, consultants, sub-consultants, contractors, the Federal Railway Administration, State and local agencies, and multiple stakeholders to achieve overall financial and market success for the CHSRP. Responsibilities include:

Establishing and guiding long-range plans and objectives
Assuring that technical services are commensurate with professional standards and client requirements
Interfacing with multidiscipline teams internal and external to PB and the PMT
Leading and participating in key negotiations
Mentoring, training and other activities relative to staff development
Effectively communicating the vision of CHSTP and the CHSRA

Description of Duties:
The Regional Manager will manage a team that provides engineering oversight, environmental review, and management support of the Regional Consultant’s work program for completion of the project-level EIR/EIS, 15% Preliminary Engineering, and completion of Preliminary Engineering for Procurement (PEP) as the basis for Design/Build procurement contracts. Specific activities include:

Working closely with the PMT Regional Deputy Director[h1] (RDD) to oversee activities performed by the Regional Consultants/Engineers, with a particular focus on interfaces between disciplines to ensure consistency within the geographic segment, as well as with overarching program goals.
Working with the Regional Consultant PM to oversee deliverables as defined in the consultant team’s Scope of Services.
Providing oversight and coordination support to match the overall statewide goals and the annual work plan.
Responding to questions and concerns and channeling problems/issues to the correct parties for appropriate follow up and answers.
Reviewing invoices and progress reports, and comparing with stated work completed with required deliverables.
Overseeing Regional Consultant compliance with project procedures and protocols.
Reporting project status and progress, and reviewing Regional Consultant monthly status reports.
Coordinating with the Authority, other regional managers and their regional Consultants regarding outreach support, engineering, and environmental issues.
Preparing letters, reports and memos as required by the RDD.
Processing and reviewing change requests.

Job Requirements

Experience Required:

The ideal candidate will have a minimum of 15 years experience in project and program management with specific experience in rail, highways or high speed rail, project development, maintaining schedules, budgets and profitability of assigned projects; preparing and managing public presentations and working with clients and stakeholders. The candidate must have strong leadership skills and a proven track record for meeting established business goals and objectives.

This position requires strong written and verbal communication skills. Affiliation with professional societies and active community involvement is highly desirable.

Education Required:

Bachelor’s Degree in Civil Engineering, Planning or a closely related field.
Professional registration as a civil engineer in California is desirable, but not required.
