Job Summary:

Leads CSX Transportation’s executive branch, legislative and community initiatives in Virginia, and oversees similar efforts in Maryland and Delaware. Coordinate with internal business partners to achieve CSXs commercial and operational goals.

Primary Activities and Responsibilities:

Work closely with the DC office, American Association of Railroads (AAR) and affiliate groups to help successfully defend CSXs position in the face of potential re-regulation of the industry, climate change and other federal legislation that could be extremely harmful to our company.
Advance CSXs goal of increasing volumes at the Port of Virginia through interactions with state, local and port officials and maritime interests, and advance National Geteway projects, including the Virginia Avenue Tunnel in conjunction with the DC office.
Support CSX Passenger Planning and Passenger Operations teams in ensuring federal, state and local passenger and commuter rail initiatives are consistent with CSX principles and do not compromise existing or future freight business.
Assist with economic development issues by pursuing projects to help CSX meet Drive to 65 goal, with a focus on facilitating favorable rail access and state and local project approvals.
Collaborate with the internal business partners and build appropriate coalitions on state legislation matters to defend the industry’s position parties and initiate and advance railroad-favorable legislative proposals when necessary.
Enhance CSXs reputational profile through active membership in state and local organizations and generating opportunities to publicly highlight the benefits of freight rail.
Manage regional budget and oversee CSX State Government & Community Affairs personnel in Maryland and Delaware and assist in advancing strategic growth projects.
Engage in crisis response when necessary and respond appropriately to municipal issues and community concerns in coordination with the Community Affairs & Safety team and TellCSX.
Miscellaneous activities and responsibilities as assigned by manager.

Minimum Qualifications:

Bachelor’s degree from an accredited institution required in Political Science, Government, Public Relations/Administration or Communications
7 or more years of experience required in federal, state or local government or related private sector

Preferred Qualifications

In addition to meeting the above qualifications, any of the following are preferred:

Bachelor’s degree from an accredited institution in Political Science, Government, Public Relations/Administration or Communications
10 or more years of supervisory experience in congressional field office, state or local government or related private sector

Knowledge and Skills:

Transportation knowledge/background
Knowledge of state and local government and politics
Microsoft Office skills
Strong verbal and written skills
Interpersonal skills
Ability to act as a company spokesperson and represent company at the executive level
Ability to work as part of a coalition or group and effectively interact with senior executive officials. Political contacts a plus.
Ability to be action-oriented and results-driven, value personal learning and problem solving
Ability to work efficiently and effectively with internal business partners and external constituents

Job Requirements:

50% travel required.
Work hours may vary in length and schedule. Work hours may include a nonstandard workweek.
