Parsons Brinckerhoff is providing Program Management services for the California High-Speed Rail Project (CHSTP). This multi-billion dollar project will plan, design and construct an 800 mile high-speed rail passenger service, which will run from Sacramento in the North and San Diego in the South, with major interchange hubs in between, including San Francisco and Los Angeles. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph.

The California High-Speed Rail Authority (CHSRA) is the entity charged with planning, designing, constructing and operating a new high speed rail system in California. The CHSRA is also responsible for administration of its federal grants with the Federal Railway Administration (FRA). This includes compliance with grant agreements and other incorporated documents, plus federal statutes and regulations. CHSRA sets policy and manages the program. Parsons Brinckerhoff as the Program Management Team (PMT) provides the technical and managerial support.

The ROW Manager reports to the Director of the PMT and provides direct support to the Authority’s Director of Right of Way, ensuring that project elements related to the acquisition Right of Way (ROW) are delivered per the program goals. The ROW Manager is required to work with the Program Management Team (PMT), the Authority, Right-of-Way Consultants, the Project Construction Manager (PCM), Design-Build Contractors, Regional Consultants, FRA and other agencies as necessary to manage and resolve complex right of way and acquisition issues. Selected candidate must have an excellent understanding of the project delivery process and have good organizational, management and leadership skills. A proven track record managing complex and fast-track projects, with an emphasis on successful right-of-way delivery for Design-Build projects, is a plus.

Job Requirements

Certificates and licenses: California real estate broker license, appraisal certification, and/or right-of-way certification required.

Education – a four-year college degree in Business, Finance, English, Law or other related field is desirable.

Experience – Minimum 20 years of experience in the right of way industry involving real estate valuation, acquisition, relocation and property management. Must have experience working for (or with) the State of California.
