The Honolulu Rail Transit Project (HRTP) Office located in Honolulu, Hawaii has an opening for a Senior Contract Engineer for Changes and Claims on the approximate USD 1.4 billion Core Systems contract (CSC), a design-build-operate-maintain contract within the USD 5.2 billion HRTP.

Serving on the staff of the General Engineering Consultant (GEC), the selected candidate will report day-to-day to the CSC Contract Resident Engineer and receive functional direction from the GEC Change Manager.

Responsibilities will include the management and reporting of contract changes and claims, utilizing the client’s project management software, and the following:


Initiation of changes designated by the owner.
Evaluation of merit for contractor-initiated changes and claims, providing recommendations to the owner.
Initiation of independent estimates for contract changes and claims.
For other contractual issues, review against the Contract requirements and make recommendations as needed.
Drafting of correspondence pertinent to contract changes and claims.
Evaluation of contractor costs and time proposals and reconciliation of same with independent estimates.
Preparation of pre-negotiation plans; coordination of pre-negotiation plans and strategies with the owner.
Conducting cost and time negotiations through resolution of issue. On smaller changes and claims, this position may work independently through resolution; on larger changes and claims, this position may lead a negotiation team through resolution.
Prepare documentation of negotiations and meetings.
Prepare contract change order documentation.
For claim issues that cannot be resolved, assemble documentation as required for third party review and resolution.
Interface with other HRTP project personnel and contract engineers.
Create and maintain contract change logs and document status of changes.





Job Requirements

Required Qualifications:

Bachelor’s Degree in engineering or construction management (electrical or mechanical discipline preferred).
Capable of understanding the technical aspects of contract changes and claims.
Minimum of 15 years of experience.
Self-starter experienced in negotiating and resolving large, technically-complex contract changes and claims. Experience with rail equipment and/or systems is a plus.
Large project equipment supply/installation experience.
Design-build experience.
Able to work on multiple issues concurrently and adaptable to changing priorities and situations in a high pressure environment.
Fundamental understanding of CPM.
Contracts and negotiations training and experience.
Ability to evaluate merit of contractor claims against contract provisions and industry legal precedent.
Knowledgeable in various forms of contract pricing (lump sum, time and materials, unit price, etc.).
Knowledgeable in evaluating pricing components (labor burdens, overheads, etc.).
Knowledgeable in different types of claims and ‘soft’ costs (extended overheads, constructive acceleration, weather delay, inefficiencies, force majeure, etc.).
Excellent oral and written skills.
Computer proficiency and skill in data base systems. Primavera’s Contract Management software experience is a plus.
