This posting is for a temporary (TEMP) position. This assignment will be responsible to provide technical services, on an as needed basis, relating to all railroad operations planning including scope, schedule, and analysis. Applicant will be required to lead, develop, review, direct, and/or implement projects, programs, policies, and standard procedures associated with railroad operations planning, analysis and support, train scheduling, manpower and equipment planning, equipment maintenance cycling, cost estimating, and review of shared use agreements.

Responsibilities of this position include:

Working jointly with commuter and freight agencies to develop and/or modify new and existing contracts and agreements for the best of the client.
Performing value analysis on operating costs and preparing operating cost structures in association with future and existing agreements.
Preparing cost based analysis of near and long-term capital plans for infrastructure and mechanical/equipment procurements as required.
Review of rail based cost estimates and work-orders consistent with client needs.
Performing oversight and review of operations planning and service design efforts as required.
Performing oversight of crew and equipment costs consistent with service requirements.
The ability to understand and evaluate grant and funding agreements associated with rail operations for capital projects.






Job Requirements

Experience Required:

30 years experience in railroad operations.
Experience in developing annual operating and capital budgets for a railroad
Knowledge and experience in working with local railroad shared use agreements and operating contracts
20 years experience in working with Class I railroads (UPRR, BNSF, Amtrak)
Knowledge and understanding of local passenger rail operations



Education Required:

Bachelor’s degree in Transportation or Economics or equivalent railroad experience.
Masters degree in Transportation or Economics or equivalent railroad experience preferred.
Ability to work in the United States on an immediate basis
