Parsons Brinckerhoff has an immediate need for a Senior Principal Technical Specialist. This position will be responsible to provide client services relating to all aspects of transit/rail operations safety and security. Applicant will be required to lead, develop, review, direct and/or implement safety and security programs, policies, standard operating procedures and/or emergency preparedness documents or programs in accordance with Federal Railroad Administration, Federal Transit Administration, Department of Homeland Security and industry standards. This position will include providing leadership, direction, support and management for the Operations, Service, Maintenance, Safety, and Security responsibilities as part of the Program Management Team for the California High Speed Rail Program. This position requires the ability to work with a dynamic management team, developing and implementing programs for a new start commuter railroad operation. This position includes support and oversight to design and field related activities. This position requires travel.


Responsibilities of this position include:

Working jointly with commuter and freight agencies to develop and/or modify new and existing System Safety and Security Plans and Strategies
Working jointly with transit agencies, as well as federal agencies, including Department of Homeland Security, to develop and/or modify security programs
Systematic development of a policing model for all transit operations including high-speed rail
Review of rail and transit based cost estimates and work-orders consistent with client needs
Performing oversight and review of operations planning and service design efforts as required
The ability to understand and evaluate grant and funding agreements associated with safety, security and operations for relevant capital projects

Ability to clearly articulate and prioritize safety and security attributes of multi-modal transportation networks including high -speed rail, intercity passenger rail, commuter rail, bus and waterborne.




Job Requirements

Experience Required:

• Extensive experience in the development and implementation of safety and security programs and plans in accordance with guidelines and regulations set forth by the FTA, FRA, DHS and APTA.
• Extensive coordination experience with federal agencies and industry entities.
• Experience and demonstrated successful performance in railroad safety, security and operations, providing leadership in the related safety and security activities.
• Experience with emergency preparedness rules and regulations with the ability to lead safety and security committee activities, tabletops ‘drills’ and field exercises.
• Proven ability to manage large, complex transit safety, security and emergency management tasks.
• Proven record of managing and facilitating multi-agency coordination and agreements.
• Extensive knowledge and proven experience in rail and transit operations and service.
• In-depth knowledge of transit, (rail, bus and water) operations and policy development.
• Excellent, high-level presentation skills.
• Outstanding communications skills, both verbal and written.
• Understanding and experience in international transportation safety, security strategies, policies, procedures and practices.
• Demonstrated budgeting, scheduling and cost control skills.


Education Required:
Bachelor’s degree in transportation safety, or equivalent rail or transit experience. A minimum of 20 years transit experience, including safety, security and project management experience.
Ability to work in this country immediately required.
