SUMMARY OF DUTIES: This position has the overall responsibility to lead and direct the program management, implementation and construction phase of the 1.5 billion-dollar, multi-year Amtrak Stations ADA/SOGR Program throughout the entire Amtrak system. Major program elements include the design and construction of ADA improvements to over nearly 500 Amtrak stations to ensure they are fully compliant with the Americans with Disabilities Act (ADA) of 1990, State of Good Repair (SOGR) and Security improvements. A primary function of this position is to interface with Amtrak senior management as well as collaboration/partnering with both internal and external stakeholders, which includes Engineering, Procurement, Transportation, Finance, Law, Government Affairs, Host Railroads, Real Estate departments, local/state agencies, FRA and freight/commuter railroads to execute the Stations program. This position will collaborate closely with the Senior Director Stations Design to expedite the preparation and implementation of all project information and work scopes needed to initiate design and construction contracts with both internal and external procurement departments. Manage and direct both the system-wide Program Implementation Team and Construction consultant firms assisting Amtrak in implementing the Stations program. Provides program management of the entire stations program relating to program and financial reporting, budgeting, estimating, scheduling and change control.

• Develop, direct and execute the construction activities of the system wide Stations program. • Direct the overall development and preparation of the design and construction work scopes and procurement packages. • Provide Program Management for the program. Includes progress and financial reporting, budgeting, estimating, scheduling and change control. • Work with internal and external stakeholders to ensure design and construction elements meet the needs of both the end users and overall program goals.
EDUCATION: Bachelors Degree in Engineering or related field. Prefer Masters Degree. Professional Engineer License or equivalent preferred.
• Extensive experience in implementation and program management of railroad design and construction projects/programs. • Must have demonstrated experience in Railroad operations. • Demonstrated experience in Railroad project/program management on large programs and projects. • Demonstrated experience in managing large geographically dispersed, multi-discipline projects/programs from the concept phase through construction. • Demonstrated experience in developing large railroad design and construction work scopes and procurement packages. • Demonstrated experience in managing and directing both design and construction activities utilizing internal engineering resources as well as external design firms/consultants and construction contractors. • Demonstrated strategic planning experience. • Demonstrated senior level management and interface experience in a matrix organization. • Demonstrated ability to motivate others and drive for results.
COMMUNICATION AND INTERPERSONAL SKILLS: Extensive experience in communicating verbally, in writing and in making senior level presentations within and outside of the corporation. Must have excellent and demonstrated verbal and written communication, organizational, collaborative and relationship building skills both within and outside an organization.
