Tasks

SUMMARY OF DUTIES: The Senior Project Controls Analyst has overall responsibility for overseeing the development, implementation and tracking of the Engineering Departments USD 450M Capital Budgets for the New Jersey High Speed intercity Passenger Rail Program (HSIPR).
•The position develops the 5-year HSIPR program budgets and forecast and is responsible for establishing and ensuring effective project controls for the monitoring, tracking and reviewing the performance of program packages that occur within the highly complex physical plant and operating environment of the New York Division. •Manage the planning, deveopment and tracking of WBS element scopes and budgets. •Develop detailed monthly HSIPR Program reports for Senior Management and external agencies to report on overall program progress against established baseline budgets.

EDUCATION:
Requirements
B.S. in Engineering or related field required; advanced degree preferred.
WORK EXPERIENCE: •Must have demonstrated experience in Railroad operations, design and construction projects. •Experience working with State and Federal regulatory authorities. •Demonstrated experience in Railroad project/program management on large programs and projects. •Demonstrated strategic planning experience. •Demonstrated senior level management and interface experience in a matrix organization. •Demonstrated ability to motivate others and drive for results.
WORK EXPERIENCE (preferred): •Significant experience in managing complex programs and projects in an operating environment. •Word Processing, project management and spreadsheet and presentation software (e.g. Word, Excel, Primavera, MS Project, Powerpoint) experience.
OTHER REQUIREMENTS: •Demonstrated experience and knowledge of train operations, railroad maintenance and construction. •Demonstrated experience with regulatory issues, particularly FRA and US EPA. •Knowledge of railroad operations planning. •Experience interacting with senior level management and interface experience in a matrix organization. •Ability to motivate others and strive for results. •Experience with ‘hard money’ contracting as well as force account constructions methods. •Proven ability in exercising judgment and initiative.
COMMUNICATION AND INTERPERSONAL SKILLS: •Must have excellent verbal and written communication skills. Organizational, collaborate and relationship building skills both within and outside an organization.
