PBs Honolulu office is the Honolulu Authority for Rail Transit (HART) General Engineering Consultant (GEC) for the largest, most complex transit system project ever undertaken by the City and County of Honolulu. The GEC has an immediate opening for an experienced Geotechnical Engineer/Manager to lead our Project geotechnical department to assist with various contract packages comprising the Honolulu Rail Transit (HRT) Project.

Generally, the candidate’s primary role will be to lead and manage GEC’s geotechnical department; ensure contract compliance and commercial considerations cost-effectiveness of geotechnical work specific to three (3) design-build (DB) contracts, status of which range from already into construction to final design in progress, and contract compliance and design-cost overview of geotechnical work executed by geotechnical [sub]consultant(s) for six (6) design-bid-build (DBB) contract packages.. Contract packages are aerial guideway [two DB contracts ongoing and two DBB starting up]; one DB contract for Maintenance and Storage Facility site development ready to begin construction, and six or seven DBB procurements for final design of 3 to 4 transit station groups at varying levels of progress. The candidate will be responsible for leading GEC’s geotechnical support to these various distinct contracts, such as design submittals reviews, technical assistance to respective construction managers, analysis of RFI/RFCs, analysis of various alternative concepts or value engineering designs, and cost estimating support as may be required from time to time.

Specific duties of the successful candidate include:

Lead geotechnical group in cost-effective solutions to meeting GEC’s commitment to the client.
Ensuring compliance for both DBB and DB procurements.
Contract compliance/oversight of subsurface investigation and laboratory testing programs undertaken by the DBB Consultants’ geotechnical engineer.
Assist client with oversight of geotechnical budgets and schedule for final design efforts associated with DBB’s geotechnical consultant’s work;
Ability to perform spot and detailed checks of various geotechnical design and analysis to assist in City in evaluating design alternatives for DBB or contract compliance associate with DBB’s final designs, design reviews or executions;
Foundations design, general earthwork, and pavement design;
Deep foundations, e.g. drilled shafts or driven piles conforming to both AASHTO and IBC code requirements;
Earthquake engineering (liquefaction potential, seismic hazard analysis, ground response analysis, and soil-structure interaction);
Geotechnical instrumentation layout, monitoring, and data Interpretation;
Review and, as necessary, preparation of schedules, budgets, reports, plans and specifications pertaining to geotechnical works;
Review of technical submittals, e.g. work plans, dat reports and final design reports provided by Consultants and or Design-Builders’ geotechnical engineer.
Support services during construction:
contract compliance assessments [DB contracts] and field inspections [DBB contracts];
review of field QC and QA test results;
monitoring of geotechnical-related construction, including field quality assurance testing such as Mini-SID and drilled shaft NDT testing
Able to manage multiple Project-related geotechnical efforts.
Coordinate with other Project disciplines in advancement of various work/contract phases.
Demonstrated ability to communicate effectively in both verbal and written form.

Job Requirements

Experience Required

The successful candidate must have:

Minimum of fifteen years of progressive experience in geotechnical engineering practice with a minimum of five years management and interdisciplinary coordination, and not less than three DOT- bridge projects,
Versed in IBC geotechnical requirements for designs of various appurtenant facilities, e.g. non aerial guideway/bridge structures.
Knowledgeable and experienced in FHWA and AASHTO requirements and guidelines, specifically current edition of AASHTO LRFD (Load and Resistance Factor Design) Bridge Design Specifications and AASHTO Guide Specifications for LRFD Seismic Bridge Design.
Demonstrated design and construction experience of deep foundations (drilled shafts, piles, Micro-Piles, ACIP) for transportation projects such as highways, transit facilities, and ports.
Hands on knowledge of various deep foundations load testing methods. Procedures and results interpretations.
Valid Hawaii driver’s license or ability to obtain such within one month of hire.
Working knowledge of the following commercial software programs:
MS Office Suite [WORD, EXCEL, and ACCESS principally;, POWERPOINT a plus];
ENSOFT’s [or similar] SHAFT, LPILE, and GROUP;
XSTABL or GWSLOPE (or similar);
gINT (or similar);
SHAKE or QUAD4M (or similar)
FLAC, PLAXIS (or similar a plus)

Education/Certification Required
The successful candidate must have:

A master’s degree in civil engineering from an ABET-accredited university with geotechnical focus.
PE certification in the state of Hawaii or the ability to obtain such certification within 6 months of hire.
Ability to work in this country immediately upon hire.
