PB is providing Program Management services for the California High-Speed Rail Authority (CHSRA). This multi-billion dollar project will plan, design and construct an initial construction segment of high speed rail and provide for connections to all existing major rail providers in the San Francisco and Los Angeles urban areas. The implementation of ‘Blended’ high speed rail and conventional passenger rail will begin in 2018, with high speed service scheduled to open in 2022. This will be the first, true high-speed rail project in America, with trains operating at up to 220 mph along the Initial Construction Segment.


Provide urban design and visual aesthetic design review and assistance for the implementation of the California High Speed Rail program.
Provide research and support for a wide range of planning and design activities associated with high speed rail station implementation and design, station area planning, transit-oriented development, transit connectivity, customer experience and community review of proposed capital improvements.
Coordinate directly with design consultants, community groups, local agencies, select state planning agencies and key stakeholders.

Project work will include coordination and outreach to jurisdictions and transit districts, research and report writing, staff assistance to California High Speed Rail personnel, response to public comments and program implementation coordinated with associated state agencies such as the Caltrans Division of Rail.

This project will be the first high speed rail project in the United States. Project implementation will include the development of policies and protocols that will define the implementation and operation of the program well into the future.

Job Requirements


Fifteen years experience in transit or rail planning and development with experience in positions demonstrating progressively greater responsibility.
A Master’s degree or higher from an accredited university in Architecture, Urban Planning, Transportation Planning, or a related field. At least fifteen years of experience in transit project development, transit/rail program implementation, project work on large infrastructure programs that include public transportation, preferable involving transit districts, local communities, passenger rail systems and associated program development.
A strong knowledge of urban design and project development, planning processes and an understanding of the institutional and policy framework that governs transportation and land use planning decisions.
The ability to address planning issues associated with a full range of settings and stakeholders in urban and rural settings, including the sensitive development of existing urban and suburban areas, with an understanding of the setting and a sense of place.
The capacity to communicate effectively, both orally and in writing, at all levels within the program management teams including the Authority and Regional Consultants.
This position requires experience in rail transit project development and implementation. Work on large capital infrastructure projects is preferred along with experience in transit operations and/or transit planning and program development.
Ability to work in Sacramento immediately.
