Job Summary:
Supervises and coordinates the activities of CSX Transportation (CSXT) system signal construction forces in the planning, construction, and implementation of various signal construction projects on the Eastern Region. While responsibilities may include working across all areas of the Eastern Construction Region, primarily responsible for signal projects located within MD, PA, and VA. Responsible for all aspects of safety within assigned area. Assesses and manages the personal safety of all assigned signal construction teams. Verifies and monitors compliance with CSXT safety rules and standards and ensures operational safety of each project. Coordinates between all CSXT departments, outside party interest, utility companies, and contractors. Maintains a close interaction with all those disciplines affected by the construction of the signal projects. Responsible for signal project management, to ensure budget, timelines, and quality guidelines are maintained throughout the construction process. Assigns work to employees, supports construction project schedule, and approves time sheets and expenses for the contract workforce. Supervises and coordinates the activities of personnel during system emergencies, incidents, and weather related emergencies which cause disruptions to the CSX signal system.

Primary Activities and Responsibilities:

* Manage for steady improvement in personal and operational safety of all construction teams, facilitates safety, Federal Railroad Administration (FRA), and operational rules classes.
* Perform safety observations, safety reviews, collect safety performance data, and submit promptly and accurately.
* Communicate/execute safety plan detailed by the Safety Committee and Director Signal Construction.
* Build relationships with assigned employees to encourage safety practices.
* Manage/Schedule manpower and equipment.
* Conduct efficiency and operational tests.
* Hold formal investigations.
* Train and equip employees to successfully complete assigned tasks.
* Coach employees to enhance their decision-making, efficiency, and effectiveness.
* Inspect construction team work and track construction projects to ensure quality compliance while maintaining budget.
* Miscellaneous activities and responsibilities as assigned by manager.


Qualifications

Minimum Qualifications:

* Associates degree from an accredited institution required in Electronics/Electronic Trades, Engineering, or related fields
* 3 or more years of experience required in Electronics/Electronic Trades or Engineering (civil, structural, electrical, or mechanical)

Equivalent Minimum Qualifications:

* High School diploma/GED required
* 5 or more years of experience required in Electronics/Electronic Trades or Engineering (civil, structural, electrical, or mechanical)

Preferred Qualifications:

* Associates degree from an accredited institution in Electronics/Electrical Trades, Engineering, or related fields
* 5 or more years of experience in Engineering (civil, structural, electrical, or mechanical)

Knowledge and Skills:

* Knowledge of signal maintenance and construction
* Knowledge of signal system components and signal testing procedures
* Knowledge of signal system methods
* Ability to read and understand circuit plans
* Knowledge of CSXT operating/safety rules, signal standards, and signal rules and instructions
* Knowledge of FRA rules and regulations governing railroad signals and train control systems

Job Requirements:

* Wear protective equipment such as welding shields, hard hat, hearing protection, steel-toe boots, work boots, safety vest, face shield, and safety glasses.
* Work hours varying in length and schedule. Work hours may include a nonstandard workweek.
* Up to 75% travel required.
* Work hours include on call 7 days a week, 24 hours per day, with extended periods of time away from home.
* Need to be available to report to work with two-hour advance notice.
* Federal regulations require random testing for drugs and/or alcohol.
* The applicant selected for this position must successfully complete a background check and physical including a drug test. Passing results must be received prior to start date in new position.

Environmental Conditions:

* Work outside in all weather conditions.
* Work in confined spaces.
* Work at elevated heights, in certain instances in excess of 100 feet.
* Work with hazardous materials on an occasional basis.
