Job Summary:
Maintains substantial knowledge of regulations relating to bulk transloading of hazardous and non-hazardous materials that govern protection of human health and the environment. Works with governmental agencies, the regulated community, communities and customers is crucial to ensuring TRANSFLO is a responsible corporate citizen that continues to strive to stay the leader in environmental, health and safety and quality in the transloading business.

Primary Activities and Responsibilities:

* Assist in preparation of environmental permit applications and issuance of permits, negotiating favorable permit conditions toward maximizing operational flexibility while ensuring continual health, safety, environmental, and quality (HS&EQ) improvements.
* Ensure implementation and ongoing compliance of permit requirements at terminals for more than 1,500 compliance items annually for over 300 permits and plans. Prepare and submit necessary regulatory reports to federal, state and local agencies to maintain compliance with environmental permits.
* Manage environmental compliance items and provide technical assistance to the Terminal Operators to ensure they have resources and knowledge to comply with their permits and plans.
* Perform detailed air emission calculations and project ‘potential to emit’ emissions for existing and future business to proactively manage permit requirements.
* Manage the TRANSFLO quality system, maintaining ISO 9001 registration, update policies and procedures, coordinate the internal audit program, conduct quality training, and coordinate surveillance audits. Document Control Management and file retention for more than 8,000 documents as required by ISO 9001:2008 standards utilizing an specially designed tracking and control system.
* Manage the extensive terminal audit and inspection process for more than 150 internal and external audits, coordinating audit schedules with the Managers of Field Operations, as well as tracking and analyzing audit results and trends. Prepare reports as required by customers and regulators as a result of audits. Ensure audit findings are properly addressed to ensure continual compliance improvement
* Collect and analyze HS&EQ data, performing trend analysis including to communicate meaningful incident information to TRANSFLO commercial and operational teams for the more than 200 incidents and near misses to continuously improve and to meet the goals of Six Sigma metrics.
* Conduct HS&EQ new business reviews to ensure permit compliance and operational safety design requirements are factored into the business opportunity for more than 900 new opportunities annually. Work closely with sales, marketing, customers, and regulators to ensure all necessary permits, plans, safety features, notifications, work instructions, and training are in place to handle the material at a specific location.
* Support HS&EQ special projects including research of regulations and new technologies that enables providing leading edge technology and quality transloading offerings to more than 300 customers while safely handling more than 700 different commodities throughout its network.
* Miscellaneous activities and responsibilities as assigned by manager.


Qualifications

Minimum Qualifications:

* Bachelors degree from an accredited institution required in Engineering or Physical Sciences
* 3 or more years of experience required in Health, Safety or Environmental Quality

Equivalent Minimum Qualifications:

* Bachelors degree from an accredited institution required
* 5 or more years of experience required in Health, Safety or Environmental Quality

Knowledge and Skills:

* Knowledge of environmental permitting with emphasis on transloading operations impacting air quality, stormwater, transportation, hazardous and solid waste, and risk management plans
* Ability to create strong relationships with terminals and TRANSFLO organization to be able to work independently with more than 65 terminal managers and their staff to ensure safety and compliance
* Knowledge of Federal Railroad Administration (FRA), Association of American Railroads (AAR), Department of Transportation (DOT), Occupational Safety & Health Administration(OSHA), Environmental Protection Agency (EPA), Tax & Tobacco Bureau (TTB), Fire Departments, and other regulations pertinent to TRANSFLO operations
* Effective planning, organizing, and prioritizing
* Detail-oriented with attention to accuracy
* Written and oral communication skills, including telephone etiquette
* Computer skills including Microsoft Office products (Access, Word, Excel, Powerpoint, and Project)
* Ability to learn new and in-house programs as well as web-based application packages
* Ability to be a team player
* Ability to effectively deliver presentations to a wide variety of audiences
* Process-oriented and comfortable in the industrial settings, working at all levels of an organization and in all weather conditions
* Analytical and problem-solving skills
* Self-starter and goal-driven, capable of managing multiple projects simultaneously
* Knowledge of Quality Management Systems, such as ISO 9001 and general Quality Control measures and Six Sigma

Job Requirements:

* 15% travel required.
* Wear protective equipment such as welding shields, hard hat, hearing protection, steel-toe boots, work boots, safety vest, face shield, and safety glasses.
* The applicant selected for this position must successfully complete a background check and drug test. Passing results must be received prior to start date in new position.

Environmental Conditions:

* Work inside an office environment.
* Travel to terminals and work outside on occasion
