Job Description

Job Description : Monitor GEC schedule, staffing, quality of effort and resources and ensure compliance with IPS schedule and GEC contract.

Prepare Monthly Progress Report to the Group Vice President and demonstrate action taken to ensure GEC compliance.

Review change requests for compliance with GEC scope and evaluate their validity.

Recommend and initiate PCOs and Task Orders and prepare relevant estimates.

Participate in negotiations with GEC.

Monitor, support and verify that the design/engineering managers prepare and complete packages in accordance with design schedule, work plan, scope and budget for that specific contract.

Monitor and verify that the design/engineering managers interface adequately with ESA management functions to ensure complete biddable packages, including Real Estate, Environmental Compliance to EIS, Constructability, Value Engineering, Specifications and Procurement, Code Compliance, Safety and Security Certification, Construction Estimate and Construction Schedule.

Act as liaison with designers, assigned user/ESA review counterpart and consultant technical management.

Manage design review process by tracking submissions through the Electronic Document Review (EDR) Database and by verifying design consultant submittal completion.

Perform design review of deliverables.

Oversee Construction COntract Award process and provide technical support and interfacing with other departments.

Identify design consultant changes, prepare scope descriptions and justifications, prepare estimates and/or reviews of design/engineering consultant estimates and support Director, design management and administration in negotiations.

Manage Design Contract Changes (technical and administrative).

Follow-up on Trends and COnfiguration Control Board actions to ensure conformity of package to scope, schedule and budget.

Review and approve monthly consultant invoices, verifying compliance with monthly work plan and completeness relative to assigned packages.

Railroad Design Coordination through on-board reviews and technical working groups (TWGs).

Manage the update process of Design Criteria.

Provide support for maintenance and updating of Procedures and Project Management Plan.
