SUMMARY OF DUTIES: The Senior Director, Policy Analysis and Planning position is responsible for the formulation of company-wide policy initiatives and proposals to drive corporate service and partnership strategies. The incumbent identifies and defines key internal and external issues, sets evaluation criteria for evaluating alternatives consistent with Amtrak goals and objectives and statutory responsibilities and/or constraints, identifies and evaluates alternatives and makes policy recommendations to Amtraks executive management and Board of Directors. This position is also responsible for collaborating with the Executive Committee or representatives on development of national strategies as defined in external policy documents and speeches.

EDUCATION: Bachelors degree in related field, or an equivalent combination of education, experience, and training.
PREFERRED EDUCATION: Masters degree in Transportation Policy, Engineering, Economics, Law, Political Science, Planning or Public Administration.
WORK EXPERIENCE: Demonstrated knowledge of national railroad policy and laws/policies as they relate to the railroad industry (i.e. climate change, ADA, Positive Train Control, surface transportation policy).
PREFERRED WORK EXPERIENCE: Direct management experience in a large, complex transportation organization.
OTHER REQUIREMENTS: Ability to lead, manage and supervise technically skilled direct reports.
COMMUNICATION AND INTERPERSONAL SKILLS: Excellent written, verbal and presentation skills.
SUPERVISORY RESPONSIBILITIES: Supervises 2.
TRAVEL: 20%
