Job Summary:
Serves as the Information Technology (IT) high-level client contact consulting with functional management in the analysis of strategic business requirements and recommending technical solutions that support multiple projects within Transportation, Engineering, Mechanical and Service Design Applications teams. Oversees completion of feasibility studies, time and cost estimates, and the establishment and implementation of new or revised applications, programs, upgrades and processes. Manages departmental personnel, budget, and resources including financial responsibility for projects within span of control. Responsible for one or more business client relationships between Technology and Business teams, representing our entire Technology team. Manages vendor relationships.

Primary Activities and Responsibilities:

* Interface with key customers and business partners to define the strategic direction of development efforts.
* Drive critical decisions and issue resolution.
* Review and evaluates staff performance.
* Research and recommend process improvements to resolve issues and improve service delivery.
* Develop and maintain work plans and project timelines.
* Manage budget and resources.
* Organize, direct, and work with teams of highly skilled individuals to identify problems, evaluate solutions, and monitor their effect on complex systems.
* Compile disparate information, form logical conclusions and present the information in a cohesive, intelligible manner.
* Serve as an agent for process and procedural changes, including managing the cultural/organizational impact of those changes.
* Miscellaneous activities and responsibilities as assigned by manager.


Qualifications

Minimum Qualifications:

* Bachelors degree required in Information Systems/Technology, Computer Science, or Computer Engineering
* 5 or more years of supervisory experience required in Information Technology

Equivalent Minimum Qualifications:

* High School diploma/GED or Associates degree required
* 10 or more years of supervisory experience required in Information Technology

Preferred Qualifications
In addition to meeting the above qualifications, any of the following are preferred:

* Experience in Business/Strategic Management, Transportation, Logistics, or Rail Operations
* Experience supporting functional business areas relevant for this position in an IT capacity

Knowledge and Skills:

* Railroad industry knowledge
* Project management skills
* Knowledge of project management tools such as Niku Clarity
* Knowledge of approval processes such as for Sarbanes-Oxley using TeamTrack
* Knowledge of SERENA ChangeMan utility on the mainframe
* Knowledge of Rational ClearQuest for approving and tracking production changes
* Microsoft Office skills
* Knowledge of system development methodologies
* Ability to lead and manage cross-functional teams
* Process mapping skills
* Written and oral communication skills
* Conflict management, coaching, and problem resolution skills
* Vendor and contract relationship management skills
* Exceptional people skills
* Ability to influence at various levels
* Exceptional skills building and maintaining relationships with diverse individuals

Strategic thinking and problem solving skills

Job Requirements:

* Work hours may vary in length and schedule. Work hours may include a nonstandard workweek.
* 5% travel required.
* Work hours may include on call 7 days a week, 24 hours per day, with extended periods of time away from home.
* The applicant selected for this position must successfully complete a background check and drug test. Passing results must be received prior to start date in new position.
